Gary Y. Leung is an Associate Regional Director for the SEC’s Los Angeles Regional Office and is the co-head of that office’s enforcement program, which covers Southern California, Nevada, Arizona, Hawaii, and Guam. He was previously the LA office’s Regional Trial Counsel, and in that role supervised all of the LA office’s litigated enforcement actions. Before that, Gary was an Assistant Director in the Division of Enforcement. He worked with teams of enforcement attorneys and accountants to investigate violations of the federal securities laws, and as an assistant director in the division’s specialized Asset Management Unit, he supervised investigations concerning registered investment companies, private funds, and separately-managed accounts, as well as their investment advisers. Gary started with the SEC as a trial attorney in 2012. During his time with the division’s trial unit, Gary tried SEC enforcement matters in federal court and the SEC’s administrative forum to jury and bench decisions, and he litigated SEC v. Liu in district court and on remand. Prior to joining the SEC, Gary was a litigation partner at an international law firm. He earned his bachelor’s degree and law degree from Northwestern University.
